L'articolo 50 non sarà invocato questa settimana, ma c'è il via libera del parlamento

L’articolo 50 non sarà invocato questa settimana. Lo riporta l’Indipendent, specificando che il processo per dare avvio all’uscita dall’Unione Europea da parte del Regno Unito non inizierà almeno fino alla settimana prossima. Restano tuttavia confermate le scadenze, che vorrebbero la May invocare l’Art.50 entro la fine del mese corrente.

"We have been clear. The Prime Minister will trigger Article 50 by the end of March." Ha riferito un portavoce della May, spiega l’Indipendent “It had been rumoured that the Article 50 bill would be passed by the Commons on Monday night and receive royal ascent on Tuesday morning, in time for the Prime Minister to formally give notification to Brussels the same day, but Downing Street has dismissed such speculation”.

La frenata sulla Brexit arriva poche ore dopo l’ennesima stoccata della Sturgeon sul tema, con la leader del Partito Conservatore Scozzese, che ha ufficializzato il dibattito parlamentare per un secondo referendum scozzese a partire dalla prossima settimana. Nel frattempo in queste ore a Londra la camera bassa discute le modifiche proposte dai Lords, dove nelle scorse settimane è arrivata una duplice sconfitta per Theresa May. La premier britannica proverà oggi a ribaltare questo verdetto, eliminando i paletti negoziali richiesti dalla Camera Alta.

AGGIORNAMENTO ORE 23:20 - LA LEGGE APPROVATA DA ENTRAMBE LE CAMERE

La legge per la Brexit ha superato gli ultimi scogli parlamentari, venendo approvata sia alla Camera Alta che alla Camera Bassa ed è attesa ricevere nei prossimi giorni il Royal Assent, il sigillo reale. Sostanzialmente Theresa May è riuscita a bypassare il dibattito parlamentare senza l'aggiunta di alcuna modifica dopo la resa anche alla Camera Alta da parte dei laburisti che non hanno chiesto altre modifiche.

AGGIORNAMENTO ore 20:00 - LA CAMERA BASSA RIBALTA IL VOTO DEI LORDS, NON CI SARA' PER THERESA MAY L'OBBLIGO DI GARANTIRE I DIRITTI DEGLI EUROPEI GIA' NEL REGNO UNITO

I Comuni ribaltano il verdetto della Camera Alta, quella dei Lords, confermando il fatto che la May non sarà obbligata a garantire i diritti degli oltre tre milioni europei già presenti nel Regno Unito. La volta scorsa questa votazione si era conclusa 332 a 290. Oggi la May ha incassato una fiducia più ampia: 335 a 287. 

Questa la richiesta dei Lords che è stata bocciata: "Within three months of exercising the power under section 1(1), ministers of the crown must bring forward proposals to ensure that citizens of another European Union or European Economic Area country and their family members, who are legally resident in the United Kingdom on the day on which this act is passed, continue to be treated in the same way with regards to their EU derived-rights and, in the case of residency, their potential to acquire such rights in the future".

Scenario simile per la seconda votazione, quella relativa ad un voto vincolante di approvazione del parlamento, che si è concluso 331 a 286. Questo era il testo della modifica richiesta dai Lords su questo punto:

"Parliamentary approval for the outcome of negotiations with theEuropean Union  (1) The prime minister may not conclude an agreement with the European Union under article 50(2) of the treaty on European Union, on the terms of the United Kingdom’s withdrawal from theEuropean Union, without the approval of both Houses of Parliament. (2) Such approval shall be required before the European parliament debates and votes on that agreement. (3) The prior approval of both Houses of Parliament shall also be required in relation to an agreement on the future relationship of the United Kingdom with the European Union.  (4) The prior approval of both Houses of Parliament shall also be required in relation to any decision by the prime minister that the United Kingdom shall leave the European Union without an agreement as to the applicable terms."
